It's pretty easy, from the "Full Reply Form" you can click the "link" button; or you can use UBBCode: Where: <a href="http://www.mysite.com/">My Site</a> Becomes: [url=http://www.mysite.com/]My Site[/url]

If UBB Code is enabled, you can also simply click the URL button when composing a topic/reply.
