Is there anyway to set a maximum size that an Avatar can be? I found in the CP where I can set a size and force everything to that size, but that is not what I really need to do. I just want something that limits, not sets the size...

There is nothing that would limit the size of the file, only the dimentions. You could restrict remote avitars and host them locally which would ensure any files pass your specifications.
