It's the amount/percentage of times the software finds a copy of the particular page a user is trying to pull up already in your cache directory. This is influenced by how many people are reading vs. how many are actively posting - each post clears the cache of that particular topic and forum and ultimatebb.cgi page. Updating the styles also clears the cache. There's other factors, but that's the main one.
