I added a gallery forum, and set the following permissions for all groups: Maximum size of gallery images = 100000 Total # of gallery images = 5 Maximum size of file attachments = 100000 (shouldn't affect the gallery though, right?)
The problem is, when I go to the gallery forum, click "New Image" then click on "Image Manager", the header says "File Manager: You can attach 5 photos. Max. file size is 0 Bytes.". If I pick a file and try to upload it anyway, I get the error "Images can be no larger than 0 Bytes bytes.".
Is there somewhere else I need to set the file size limit, besides the forum permissions? Any thoughts on what might be causing this behaviour otherwise?

Double check Control Panel » Forum Permissions>Gallery Forum Maximum size of gallery images Just below the heading when you expand it, it will say something like "If this forum is a gallery forum, this setting dictates how large each image may be. Max size set in php.ini is 2M, so you may not exceed this size."
The max size set in php.ini may be the culprit. What does yours say? It sounds like it may be set to zero. And BTW 100kb file is not very large
Also you will need to set a upload directory. Control Panel » Feature Settings>>Attachments Attachment Storage Directory: (Click to test directory.)Don't forget to test!!!

Ruben, thanks for your reply.
It says the php.ini max size is 20MB, so that's not a problem. I forgot to mention I had already created and tested an upload dir, so that doesn't seem to be a problem either.
I did increase the gallery image size limit to 1MB, but as expected that made no difference.
I will keep experimenting!

Did you set the max size for all groups, including the group that you belong to as the poster?

I just registered at your site and I see the same problem First goto: » Control Panel » Permission Checks See if your file permissions are correct for all the Gallery folders. Should be a (OK) on all. Then go back to forum permissions and resubmit even if they look correct and set Administrator and User to 1.
Oops not 1 but for 1MB it would be like 1024000

One more thing, Depending on how you access the forum permissions in the control panel. You may be editing the default template settings instead of the gallery permissions. Double check near the top of the page: Currently editing permissions for:#### Make sure that is your gallery forum. If not select it and then select "Switch" You just might be just editing permissions for the template.
Other than that, sometimes we can't see the forest for the trees syndrome. I suggest opening a support ticket.

These are the apparently gallery-related permissions in Permission Checks, which are all OK:
gallery/default/full (OK) gallery/default/medium (OK) gallery/default/thumbs (OK) gallery/31/full (OK) gallery/31/medium (OK) gallery/31/thumbs (OK) gallery/index.html/full (OK) gallery/index.html/medium (OK) gallery/index.html/thumbs (OK)
I resubmitted the forum permissions with a 1MB limit (1048576) on gallery images and attachments (and definitely selected the correct forum, not just the new forum template).
I have not modified Gallery Settings, but they look OK. The only mode available is GD2 (which is selected), thumb width is 125, med width is 450, full width is 1200, and the qualities are 6, 7, 8 respectively.
I'll try to debug the code a bit and see if I can figure out how the 0-byte limit is being arrived at, then (when I fail!) will probably open a ticket.

In UBB 7.5.1 there is a bug in filemanager.inc.php. New line needed at 86:
$multi = 1;
What's happening is that if ini_get returns a Byte value (rather than K, M or G), $multi stays at 0, so $max_size_bytes becomes 0.

Wow, that is a good catch. I was not aware any of the PHP values were in Bytes only in todays world.
