The easiest way to check permissions is to use WS_FTP. FTP to your server with WS_FTP and run the DirInfo on the nonCGI directory. WS_FTP will open a text window and display all the permissions on those directories. If you're not sure what the permissions mean, you can cut and paste the DirInfo (because its in a text box) and post the info here.
