No, the Members directory should be inside the cgi-bin, don't move it.

With CuteFTP, after you've logged in to your ftp server you will see a directory listing of your server.

Switch directories to your nonCGI directory. You should then see a list of Forum directories named Forum1, Forum2, Forum3, etc. One of the columns in the directory listing in CuteFTP is titled Attr - this is the permission setting. All your ForumX directories should look like this in the Attr column - drwxrwxrwx If they don't, highlight them, then right-click your mouse and select "change file attributes". There should be a box to just type the numerical permission of 777 instead of checking the individual boxes.
