The cgi-bin directory is currently set with 711 (drwx--x--x) permissions. Change it to 755 (drwxr-xr-x) permissions. If your host is telling you that you can use 711 permissions instead of 777, the Members directory shouldn't be a problem.
Where are the 4 variable files located? Your permissions do not show them in the cgi-bin directory.
