Insist that they map cgi to perl. It is a trivial configuration exercise and is not any more of security a risk than pl. You cannot just change file extensions - you also have to make extensive edits to the scripts and Infopop will not support a modified program.
If the sysadmin is concerned about other users that use cgi programs that are not Perl, they can configure only your cgi directory.
