Upgrading is pretty easy, download the new, upload the files (minus the includes/, styles/ or the cache_builders/custom directories) and then load up the install/upgrade.php file and follow the on screen directions, then delete the install directory and its files.

As for the version info, not sure why it errors out for you, for me it loads:
