Ok, I go to http://www.insidepulse.com/ubbthreads/ and get redirected to http://insidepulse.com/ubbthreads/

Definitely see where it's getting stuck on the board rules and just keeps redirecting. It could be something as simple as the sessions directory not being writable, but if you can open up a support ticket with FTP info and admin login info I can take a look.
