Like I said before if you select the featured member which takes you to the profile page the nopicture.gif displays. But not on the island.
In the Island it appears as:

No avatar. well at least using firefox.
They keep changing so I have not had a chance to view with a different browser
He does not have a custom avatar at least not on this board.
And I see this quite a bit on my board also.
