Many rules do state that they can be adjusted at any time. Every person can opt in/out of admin emails in their profile. Even if people do opt in there will always be some that mark it as spam so you might get some complaints.
If you're going to export and use an external newsletter service, then what I'd do is just clearly state instructions on how they can opt out from any future such mailings.
