Yep, the issue becomes the "can see forum" permission.
It is by group.
It looks more to me to be a trouble ticket type system.
Maybe someone else will chime in. But since ubb is group based for permissions I don't even see a work around.
Private topics is close to it but then the poster has to know and add the recipients up front.
