I posted as a sanity check here..And it was happening most of the day.
And as you can see it appeared to be my router that was the culprit.
I had finally noticed that my connection speed was below 10/100 defaults and I have a gigabit connection network as well as paying for extra bandwidth with my isp.
After rebooting my router ftp speeds came back up.
I still am a happy camper.
