Control Panel > Forum Permissions > Currently editing permissions for > [SELECT FORUM]
Check your settings for the your moderated user group of:
"Can post using Markup/UBBCode"
and
"Can post using HTML"
If they are not within either of those groups, then the post they create will be straight TEXT (no formatting).
That post will also be stored in to the database as straight TEXT (no formatting).
