If everything works fine when you submit the page, and the user is still having issues, it's a user error; possibly their cookies are set to expire when they close the browser, any number of potential cookie related issues (thanks to all of the new options for "privacy" shoved in just about any browser these days); if the user has to login every time they visit the site, even if they have "remember me" checked would lean towards this potential issue.
