The license gives you the right to use the software - whether it is the Perl or PHP version. It's your choice. Both versions are available, just the PHP version is the one that will be the focus of future development.
As for selling it... I am not sure what our policy is on selling licenses. We have recently asked for licenses not to be sold. I'll make sure we can get some clarification on that issue.
