[]Not sure what you mean by "turning it off". You can "close it" but if MySQL is hosed - it won't really matter - it'll be all errors whatever you do.
You can manually edit the config.inc.php with a text editor if you need to alter threads settings. [/]
Yes that is what I discovered.
One last thing, I have someone working on getting MySQL going again. I installed MySQL again, but it still wasn't working. I am thinking that I might have to do a clean install, so that it creates a new data folder and mysql database. If I do that, can I just copy my ubb database folder from the old data folder to the new one. Will that work? Or will I have to do something extra to get ubb working again?
