When i click on "general settings" the browser give me a only text page.
Does it mind my provider doesn't support cgi?

If you see text, your server is not executing the script. You must be set up for cgi/perl execution to run UBB.

how can i set up the sever for executing cgi/perl?

Check with your host to see if custom cgi scripts are allowed and ask them to set it up if allowed. Check your host FAQ or other Help files.
