Did your host make any system changes like installing a new version of Perl? Recheck all permissions and the perl path(again!).
If you are sure your permissions are okay, go to General Settings from the control panel and run the socket test in the first full paragraph. If it fails, there is a link for a temporary fix while you get your host to install Socket.pm

If it does turn out to be a socket problem and you are using sendmail, the 'fix' will not affect your mail. If you are using SMTP, you will have to switch to sendmail until Socket.pm is loaded.
