When you register a new account, the "Allow Administrators and Moderators to send you email notices?" option is not set to anything. So registering is quite annoying because there is nothing that tells you wich required option should be set. (Only a message that an option is not set)

Yeah...It's midly annoying, although the no option checked is designed behavior.

This is the designed behavior. Users must make an intentional choice when opting in or out of admin emails.

But please put a note there like for privacy reasons you must check one of these, or make it so that the alert tells you wich field you must fill in.
