I've worked with quite a few threaded message board products that offer the ability to only show replies to a specific post, rather than the entire thread. Examples are ezboard and cyphor. I'm sure there are more.
Will this ever be implemented as a feature? This is a bandwidth saver for webmaster costs, and those on dialup.
