i've made this post island for my message board, with content as follows:

$jdp = file_get_contents("http://www.jakchat.com/jdp.txt");
/* BODY HERE */
$body = <<<EOF
$jdp
EOF;
i've set cache to 1 minute.
what i want to happen is for every time the file jdp.txt changes, the post island also changes automagically. this was my expectation, however, it doesn't seem to work.
the PHP code seems to execute only once, at the time it is first run, and changes to the file are never reflected in the post island unless i go into the "Edit Custom Portal Island" and press the "Edit Custom Portal Island" button.
does anyone have any suggestions as to what i might be doing wrong??
