It seems your server write files with permission 0600. The styleeditor scripts haver no changemod inside. Some other scripts like the filemanager do a change like this:
chmod("{$config['ATTACHMENTS_PATH']}/$FileName",0666);
Now we heave to find the propper place where the style is written to the file and add the above code (with propper vars names)
