For admin only - I maintain lists of different things in message for members to refer to. These lists are changing all the time. It's a "cut and paste" edit operation to get it to show up inthe Active Topics lists.
It would be nice if "administration could edit and mark a message as "Unread" (Make it look new to everyone.)
It would save time, and space.
