There were a few minor surprises, but one thing I am confused about... I set the board to allow users to edit their posts, but not delete their posts, it seems no one but an admin can edit....if I can get some suggestions / insight as to howcome that would be great... the board was converted to classic 6.73 then migrated to 7.22

This can happen for some imported posts. Any new posts made after the import, individual users should be able to edit, as long as it's within the timeframe you've set for the edit time limit.

Aha.....ok, but I have users that cant edit new posts though also....is it possible that imported forums retain a bit that wont allow it? I thought maybe it had to do with delete permissions, so I set delete on, refreshed got the same result....

Hmm, the only permission that is checked for the edit timer is under the Feature Settings on the Primary Tab:
Edit Post Time Limit:
That gets set in minutes, so as long as the post was made within the allowed number of minutes then they should be able to edit.
What do you currently have that setting at?
