There should be a limit for creating a topic for new users.

Or is there any way to limit the users who have less than 100 posts?

I think previous versions had this feature.

We are using 7.4.1

With the new permission system, you can create a new group that doesn't have the ability to create new topics. Then you can assign new users to that group. Once that's done, you can set it so once the user makes 100 posts they get added to the regular Users group and get the permissions for that group.

uhmm,

I created a new group which name is pre-user, and set "0" the value for "Can create new topics",

and then,

on group editor, I set the "Post count" value 100 for Users,

after that, I registered a new user and tried to create a new topic but it can create,

I guess new user supposed to be member of "pre-user" group but not, I also made a search with type of group name "pre-user", I couldn't find any user.

what is wrong?

What group did the new registration become part of?

Okay you need to change the default user group for new registrations.
Control Panel » Registration Settings
There is a field called
Default Group(s) for New Members:
Is is probably set to user select the pre-user group you added.
That will make all new registrations add to that group.

You could then change your test user in Control Panel » Member Management » Edit Profile
Select permissions tab and change the group that user is in to pre-user.

Then at least you can test the rights for the new test user with out adding another test user.
