Users rating to each other causes a lot of problem (in my forum) , and it is disabled for a long time.
But my moderators think sometimes it's still useful ... just let general users not able to rate each other...

I need an option to make rating user only available in mods or admins ...
And an option that the rating is only visible to mods and admins.

Quick fix to make rating user only available in mods or admins... In scripts/dorateuser.inc.php find the following:and change it to:
The changes needed to make the rating only visible to mods and admins fall under unsupported modifications. I will be releasing a permissions mod in the near, near future over at ubbDev that will add group permissions to many features of UBB.
