When I go into my language editor and search for say 'Portal Page' I get a list of blank tables with the edit button, but when I click on edit it comes up with just plain white page.

I changed permissions to 777 and still nothing. Please help.

Try this:
Goto
Control Panel » Permission Checks
Look near the bottom of the list for languages, there should be like two of them.
If it is not showing ok then it is a a file permission issue.
You can click on the line item to expand the list if it is just one file that has the problem it will show which ones are not set correctly.
In my case folders are 755 and the files are set to 644
