Suddenly our forum shows the error "Database error only visible to forum administrators". Is there a method to log in as admin to get at least access to the control panel?

Well, if you enabled error logging to a flat file on your server you could just go open that in notepad... otherwise you'd have to edit libs/mysql.inc.php (going off the top of my head, your mileage may vary) and it should have a line "show_errors" that you'll need to change to 1 vs 0 (be sure to change it back after you're done otherwise you may have some security issues to deal with later)

SQL Error: User dbo240407564 has already more than 'max_user_connections' active connections SQL Error #: 1203 Query: Unable to connect to the database!
How can I fix that?

You'll need to email your host; they have a "max connections" variable set in the webserver and you're hitting that limit.

Or find a new host provider with larger limits, or consider a VPS package maybe. They're getting pretty cheap these days compared to what they used to be.
