I'm looking at doing a newsletter to our registered users. My understanding of the laws though is that I can't do this unless they opt in for this. How would I go about asking my users, we have almost 20k, if want to opt in for our newsletter? My host, Dreamhost, has a limit on the number of emails, I think 400/hour, that can be sent, so I would likely use a service like Constant Contact for this. Thoughts?

It's unfortunately not in there that they will receive something from us, nor are they given the option. I do remember in a previous version of UBB that there was an option to receive messages from the admins, but doesn't seem to be the case now.

Can I update our privacy and board policies and legally email everyone that way? Is there a way to force people the next time to login to not only see the policy but also check that receive newsletters/updates box?

Many rules do state that they can be adjusted at any time. Every person can opt in/out of admin emails in their profile. Even if people do opt in there will always be some that mark it as spam so you might get some complaints.

If you're going to export and use an external newsletter service, then what I'd do is just clearly state instructions on how they can opt out from any future such mailings.

In the meantime you can add that option in the board rules and force existing members to agree to them on the next visit.
Adding a check box would be kinda a hack.
Unless it is a standalone form to subscribe. Then you could simply add a url in the board rules.

Most all the text fields accept html.
