If you just made the change say several months ago, and they have not fully logged out (i.e. hit the logout button when they closed out of your board) there is a possibility that their cookies have not updated to reflect your changes. This also happens when someone gets banned and if they don't log out, they still have access until they completely log out by hitting the button or update their cookies.
