Is this an option? I cannot find a switch to turns this off or on.

there is no option in the personal preferences for choice of date format.

To go "Display Options" -> "General" and make sure you have;
Default Date Format: "m/d/y | h:i A"

On one of my other forums, it automatically creates new config files, is that a system option or forum option?

I would suspect when you say other forum that it is not ubb.
This item with date/time format is in the config file.
It has a sample array to pick from and then a value that was selected from the array.
All stored in the config file.
The only way it gets created automatic is when you install the first time when it creates the config file with defaults.

correct it is not ubbthreads, but i did not know if that was a server issue or bonus or a setting I could make in the forum someplace.

Sounds like a "fallback" feature they added; which wouldn't be a horrible idea considering past bugs we've had with threads wiping the config file...

I have all the censor words that people normally have.. it is clicked for active, but turns out it is not working...

Again back to the config file.
There are two settings
DO_CENSOR
REPLACE_WORD

See if they exist in the file.

Somewhere Gizmo posted a generic config file for reference here.

PS,
Gizmos links seem to be broken.
I started adding a default config file to the wiki.
