I've seen some ubbthreads installations where there are portal islands displayed on the forum list page, and no "portal page" menu item. How do I do that?

Simple Control Panel » Portal Settings Enable the Main Portal Index page? Disable that field
The forum list page will still use the islands from the Control Panel » Portal Layout

No that's not working, the forum summary page is not showing any of the Portal Layout selections. There's no additional columns. Is there some other setting I may be overlooking?

Assuming you do have islands enabled.And they worked on the portal page. You must have turned them off Turn off the left column Turn off the right column in your mystuff edit prefrences.
You can disable the feature to not allow users to turn them off at Control Panel » Portal Settings Allow users to turn off the left column? Allow users to turn off the right column?

This is not the explanation: the feature is disabled in the control panel.
Is there another possible explanation?

possibly could be a couple of issues. 1. the code was modified to not display them 2. could be a cache issue 3. could be a file permission issue.

I just figured it out: in Portal Settings, "only show right column on portal page" was selected, and this was interfering for some strange reason.

Not to many people use that feature,that I know of. But that would do it. only show right column on portal page is literally that. only show it in the portal page.

I just figured it out: in Portal Settings, "only show right column on portal page" was selected, and this was interfering for some strange reason. Well, it's because that's what this feature does, it literally just turns the portal island section on for just the portal page; so when the portal is not on (or a user is not on the portal page) they just won't see the portal islands

Got it, thanks What I thought it means was: On the portal page, only show the right column, don't show the left column, regardless of layout settings. Maybe "show right column only on the portal page" would have been a bit clearer for me
