I've been holding off on this issue for awhile... Users are able to link to and use stock avatars, however are unable to upload an avatar...
'Avatars' directory was CHMOD 755, but I tried changing it to 777 with the same results. Permissions > Site > Can upload an avatar: 1. I also tried 1 for Groups affected...
As an admin, I too can't upload an avatar from Edit Profile. It does show the option to do so under Edit Profile... It just doesn't save it.
On the first image. When click on the test directory and get an ok. It should write a test file to that folder. It used to check for that file every time a member uploads one. Also the path does not look good. It appears to be a relative path and should be absolute ../avatar should have something like the hint on the left of that screen. /home/public_html/avatar Check your main path settings at the top of the control panel: Absolute PATH to Main Directory That will give you another hint Other wise it is trying to find avatar above the root of the site outside of public access.

Maybe need to edit the language file or the php template file to address this field needs a absolute path. I guess the note was not enough for most people.
