Looking at this to try.
It requires two code snippets.
I goto html includes
One in the head tag which is obvious.
The second script is supposed to be placed just after the body tag.

Would that be body on load?
Or what.

Or do I need to edit a template.

Default header loads after the body tag; body on load is literally a part of the body tag and it's generally for JavaScript

Yes they are both javascript..
One in the head tag and the second script in the body tag
That is my question.
Google says that it needs to load first in the body tag after the header script.

No, the body onload is for a javascript micro snippet such as "clearMenus(event);" and is not designed for anything else.

You're still going to be adding to the default header, which again is after the body tag and not in the header.

Body Onload Event Attributes
This function will be put in the body onload event tag and must be valid JavaScript. Normally this is left blank. However, if you have a special case that requires this, you can specify it here.

Example:
Code
<body onload="myFunction()">
An explanation of the HTML onload event attribute can be found here
https://www.w3schools.com/jsref/event_onload.asp

Header Insert For All Pages
Use for meta tags, JavaScript, analytics code, etc. This will always be inserted in the <head> section.

Example Code:
Code
<meta name="robots" content="follow">
<meta name="keywords" content="forum,community">
<!-- ANALYTICS/ADS CODE - Global site tag -->
<script>...</script>
Description meta tags should be placed within the section below.

Header Insert When Not Displaying a Topic
This will be the default description used for any page that is not a topic.

Example Code:
Code
<meta name="description" content="Our members enjoy discussing things. Come see what all the talk is about.">
For SEO purposes, topic pages automatically generate their own description meta tags.

Default Header
This is shown at the top of every page. It is displayed when the <body> element begins. HTML and PHP allowed.

Example Code:
Code
<!-- HEADER START -->
<img src="https://www.example.com/images/logo.png" alt="Example Name" title="Our Slogan">
<!-- HEADER END -->
<!-- AD BANNER CODE FOR HEADER -->

Default Footer
This is shown at the bottom of every page. It is displayed just before the closing </body> element. HTML and PHP allowed.

Example Code:
Code
<!-- AD BANNER CODE FOR FOOTER -->
<!-- FOOTER START -->
<center>Copyright by Example Website Name</center>
<!-- FOOTER END -->
