If you enable the use of the [ image ] tag in posts (the setting is in your config file) then users can use the image tag and provide a URL to the image instead.
Depending on what version you have, the Image tag will be in the instant ubbcode section of the posting window.
There is a handy modification at
www.threadsdev.com for inline images, which will display attached images, in the body of the post. <img border="0" title="" alt="[Smile]" src="images/icons/smile.gif" />
