to have assign group to just download files and not the whole user list? what I mean is there a way for only the assign group to see downloads files but not a user that is not part of that group?
does this make sense? : )

Not with default functionality - you'd need some modifications to do that. But it's do-able - I've done it before (restrict download viewing to specific user groups).
