should use the same filters as posts, and time stamp it so you have a sense of whether it was recent.

Timestamp is in a title tag when you hover over the name of the poster, gets too crowed when displaying the timestamp in the shout itself. There is a bug that is preventing the timestamps from showing in IE7 that will be fixed in the next update.
Shouts are run through the profanity filter, it's just that we don't have much in our filter here.
