Your permissions are not set correctly and the UBB cannot complete the setup process. You can double check this by uploading the ubb_test.cgi script in the help directory of your .zip.

this article on how to clear the temp files. Please not you may also find some temp files in your noncgi directory as well. Once the permissions are settled and the temp files removed you will have to go back through your setup again.
