Oh, Yakbak, I found the problem, and it was soooo simple.

I had a RewriteRule in my Apache httpd.conf that recognized a string in the URL to my main UBB page, and it rewrote the URL to something that didn't exist.

You probably couldn't find the Members directory because it's one level *above* the root.
