Well it should not operate that way. It is designed on purpose to automatically analyze and readjust file layout on it's own.
Though defrag and file layout can only speed up a system so much when it's already being performed weekly. If it was never performed for years and then someone comes along and does it then it is really noticeable.
Microsoft claims to have some fixes coming for these slow loads hopefully around Jan of coming year.
