Try going into your control panel, and in the bottom menu, click on the PHP info link and look for the PATH_INFO variable in the resulting page. If that's blank then it's still not populating it after the change. I'm not sure on the exact settings for IIS, but I know we have a few people here with more windows knowledge that might be able to help out.
