I ran this update, and it seems to have worked:
update ubbt_USERS set user_rules_accepted=1308670000
where user_rules_accepted = 0
But I am curious... There must be some config file that gets set when I check the checkbox.
... ah yes, found it:
Line 227 (next to last line) in config.inc.php:
'FORCE_RULES' => '1308669553',
I suppose I could just remove that line.
