Set uploads to allow 20mb uploads, set the image quality and size settings to what maximums you want to use, and set it to use ImageMagick as your image library, and it'll scale the images and their quality down; your settings will vary based on what you test on your forums.

Note: Attachments do NOT get processed through the image processor settings.
