Hm. First off I'll need to know what WS_FTP is, where it could be, and then I should be able to provide that.

I know the CHMOD for the .cgi's are all set to 755 as stated in many of the other threads.

Is it possible that access to the cgi-bin being denied could be the problem?

The web address for the cgi-bin is www.ubb.org/cgi-bin/ But when you put this in, an error stating that permission to enter is forbidden.

Let me know what the WS_FTP is, and I'll get that information to you quick.
