I don't see the four variables files anywhere in your list. All the remaining cgi files have correct permissions. Your Members directory however does not have correct permissions, it should be 777.
However, none of the above will fix your problem. I'm able to access the test-cgi file I see in your listing above, however whenever I try any of the other files I get a page cannot be found.
Do you have any other scripts that run fine from the cgi-bin? It might be a server setup issue which is beyond my capabilities. I'm going to wait and see if Hal or mjrand have any clues on what could be going on, plus both of them are more knowledgable about UNIX server setups than I.
