See attached.

Permissions/Moderators => Check that the Moderator group has "Can see forum" access [Forum] setting.

As a side note, update your Style files from the ubbthreads-7-6-1.zip archive. You are still using the old 7.5.x styles, and are missing out.
/styles/admin.css
/styles/common.css

BEING a moderator will not give them access to the moderator forum, being a moderator OF the moderator forum will give them access.

sorry, I don't have admin access to your website, so I cannot see anything other than the initial screenshot you provided. But going directly to the css shows that you indeed have v761 of the css in place. Your browser screenshot seems to be saying that your browser has an old version stored in it's cache, and is using that one instead of the current one. You should probably clear your browser cache, which might also resolve your initial issue.

The control panel is affected by the files in the /admin, /templates/default/admin folders, and the /styles/admin.css stylesheet. The v7.6.x Control Panel is white/blue, whereas in previous versions it was a "sand" color.
