A user pointed this out to me.
I never noticed before.
The post islands do not use the time offset in a users preferences.
So in the island no time offset but if you visit the actual post time offset is used. for a timestamp.

thats correct. its because the islands are cached. and they are public. islands use the timezone for guests, the default forum time.

I assumed that also but it does not appear to be true in all time zones.
Let me gather more info and I will post again.

For example America/newyork matches for some reason but not America/Denver.
Even if I clear cache.
and the server time is 10:08 PM when America/newyork is 6:08 pm.
But they both match when I use America/new York

But when I switch to America/Denver mountain time it is 2 hours off.
Even if I run clear cache.from UBB.
I don't care about daylight savings.
I will dig some more.

Possible the lookup is incorrect for all time zones?

This is UBB.threads 7.6.0 (2017) standard behavior. Timezone logic has not changed in any version since then.

Go to Control Panel > General > Date & Time
Make the corrections for your forum time.

Because the data is cached for forum speed, the Islands are built and cached based on the "Timezone For Guests." To enable caching, it is not built on individual user custom settings.

Example:

This is a screenshot of the time of your post, as I view it in UTC-07:00 (Los Angeles)

This is the "Recent Topics Island" as cached, with Timezone For Guests set to UTC-04:00 (New York)

As a side note;
Did you just upgrade from 7.5.x -> 7.7.2? Your server was in a + tz. It now its been set to a 0 timezone. UTC is 0.

That was the clue I was looking for.
"built and cached based on the "Timezone For Guests."
That is exactly what it is doing.
Because I have guests set to UTC-4 and myself as UTC-4.
That is why only my time offset matches.
I will move this to a non bug report.
