I think it should be a button "New Private Topic", can be confusing that you have to find an user and click "PM" just to start a Private Topic.

Another great thing for the admin would be to turn or off Mark As Edited and also being able to select the Mark As Edited box as unselected as default, can be quite annoying to just uncheck it if you never write a reason.
